ASFA Policy Sub-Committees
| Best Practice Policy Sub-Committee |
| Purpose |
The Best Practice Sub-Committee is established by and reports to the Policy Committee. The Sub-Committee is a key forum for ASFA to provide support and guidance towards effective superannuation practice particularly in implementing legislation and compliance requirements. It supports ASFA goals of ‘informed and engaged members’ and a super industry which is ‘easy to do business with’.
The purpose of the Sub-Committee is to :
(a) suggest topics for ASFA Best Practice Papers and ASFA Best Practice Workshops;
(b) assist in the development of ASFA Best Practice Papers by commenting on draft papers or by passing the draft to relevant experts within the committee members’ respective organisations for comment;
(c) recommend to the Policy Committee ways to resolve conflicting or contentious issues of content or direction which may arise in the development of ASFA Best Practice Papers;
(d) authorise the submission of the final draft of each Best Practice Paper to the Policy Committee for approval to publish. |

| Electronic-Commerce Policy Sub-Committee |
| Purpose |
The purpose of the E-Commerce Sub-Committee is to assist ASFA in guiding the superannuation industry towards being ‘easy to do business with’. It is through e-commerce that funds will be able to improve data and information flows between its customers (employers, members, regulators and other funds) creating efficiencies and cost savings for all parties. It will do this by:
(a) Identifying opportunities for ASFA to promote the adoption of industry e-commerce standards;
(b) Identifying opportunities to improve the electronic transfer of information between the industry and its regulators;
(c) Assisting in the evaluation proposed e-commerce initiatives that may impact on the superannuation industry;
(d) Assisting ASFA in the development of responses to requests-for-comment from regulators. |

| Fund Operations Policy Sub-Committee |
| Purpose |
The Sub-Committee is established by and reports to the Policy Committee. Its key focus is ‘easy to do business with’.
The purpose of the Fund Operations Sub-Committee is to:
(a) monitor, review and report on fund operations issues referred to it by the Policy Committee;
(b) provide advice to the Policy Committee on amendments to SIS, other legislation and guidelines which impact on the operations of superannuation funds and their key service providers;
(c) identify opportunities for improving efficiency and effectiveness of fund operations;
(d) assist in the development of ASFA submissions and industry papers. |

| Investment Policy Sub-Committee |
| Purpose |
The Sub-Committee is established by and reports to the Policy Committee. Its key focus is ‘better retirement outcomes’.
The purpose of the Investment Sub-Committee is to:
(a) monitor, review and report on investment issues referred to it by the Policy Committee
(b) suggest topics for ASFA Investment Papers and ASFA Investment Workshops;
(c) assist in the development of ASFA Investment Papers by commenting on draft papers or by passing the draft to relevant experts within the committee members’ respective organisations for comment;
(d) provide advice to the Policy Committee on amendments to SIS, other legislation and guidelines which impact on investment issues of superannuation funds. |

The Legal and Compliance Sub-Committee’s purpose is to address legal and compliance implications of laws and government initiatives for funds. It will:
(a) monitor, review and report on legal and compliance issues referred to it by the Policy Committee;
(b) provide advice to the Policy Committee on amendments to SIS, other legislation and guidelines which impact on the operations of superannuation funds and their key service providers;
(c) identify opportunities for improving efficiency and effectiveness of superannuation funds compliance requirements and operations;
(d) assist in the development of ASFA submissions and industry papers. |

| Member Engagement and Advice Policy Sub-Committee |
| Purpose |
The Sub-Committee is established by and reports to the Policy Committee. It will focus on policies and strategies to ‘empower members through available advice and more meaningful disclosure’ (ASFA Advocacy Initiative 3.3). This focus is likely to facilitate ASFA ‘s objectives of ‘better retirement outcomes’ and ‘consistent, efficient and effective legislation’.
The purpose of the Member Engagement and Advice Policy Sub-Committee is to:
(a) monitor, review and report on disclosure, advice and financial literacy issues referred to it by the Policy Committee
(b) identify ways to improve super fund members’ confidence and capacity to understand and manage their superannuation;
(c) assist in the development of ASFA issue papers and submissions;
(d) advise the Policy Committee on amendments to Corporations Act, ASIC Policy, SIS, other legislation and guidelines which impact on disclosure, advice and financial literacy issues relevant to superannuation fund members. |

| Regulatory Affairs Policy Sub-Committee |
| Purpose |
The Regulatory Affairs Sub-Committee is established by and reports to the Policy Committee. Its key focus is on regulatory efficiency, one of ASFA ‘s principal policy planks.
The Regulatory Affairs Sub-Committee’s purpose is to provide a regular forum to formulate strategies for discussion between ASFA and regulatory bodies in considering prospective and current legislation. It will:
(a) facilitate discussion of regulatory issues of a broad and strategic scope;
(b) provide advice to the Policy Committee on ASFA’s approach to proposed policy developments and implementation issues, including status of relations with regulators;
(c) seek to identify and assist ASFA in advocating progress towards regulatory efficiency. |

(b) provide advice to the Policy Committee on amendments to SIS, other legislation and guidelines which impact on the provision of post retirement products.
(c) monitor, review and report on relevant government policy developments;
(d) assist in developing ASFA submissions and industry information papers. |

| Small Funds Working Group |
| Purpose |
The Small Funds Working Group is established by the Policy Committee and works to the Tax Policy committee. Generally working groups are temporary bodies to work on specific short term issues. Its key focus will be better regulation, better retirement outcomes and better engagement of members.
The initial purpose of the Working Group is to:
(a) Prepare draft content for an ASFA response to the ATO draft ruling: Australian Superannuation fund and, if necessary, develop proposals for legislative change to definition of Australian Superannuation Fund. (b) Prepare a paper, with a view to improving the integrity of the rules, on the exception to the prohibition against borrowing granted in respect of Instalment warrants by subsection 67(4A) of the SIS Act. (c) Provide draft content for an ASFA response to issues flowing from the Government’s review into self managed superannuation funds. |

(b) Assist in the development of ASFA responses to government discussion papers on and inquiries into taxation matters;
(c) Assist in the development of ASFA responses to draft legislation. |
